Please go to http://dns.gov.ph to register a .gov.ph , you will need to get approval first for that domain.
Please go to http://dns.ph.net/ to register a .edu.ph, you will need to submit some documents and get approval for the domain. You can check their policies on this link:
After the registration is approved, You can get hosting with us by signing up with the plan that you want,

You will then need to point the domain to the nameservers that you will receive in your sign up email.
